This was a local live TV kid series with a clown like Bozo named Willie Whistle (That was played by Dick Beech) that had a bird like falsetto voice that was aired and produced by WSBK-TV Channel 38 in Boston, Massachusetts. It also featured a puppet named "Chef Combo" who would educate kid viewers about the basics of healthy foods. In this show, they had a Mickey Mouse watch offering contest.
