This was a segment on the "Heyyyy It's the King" show. This cartoon was about a trio of ghosts who lived in an inn and scared humans away so they wouldn't get bothered by them. The designs of the ghosts are that of the 3 stooges, with Shake being the constantly frightened ghost. Then there is Sidney, who tries to catch the ghostly trio a la ghostbusters style, but with a fishing net.
